In order to actively implement the Master Plan of the Development of the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, which states the need to establish step by step a civil and commercial affairs regulatory system that matches with those of Macao and aligns with international criteria, and formulate a well-established system with multiple solutions for resolving commercial disputes, such as international commercial litigation, arbitration and mediation, Zhuhai Court of International Arbitration (hereinafter referred to as “ZCIA”), China International Chamber of Commerce Zhuhai Chamber, Zhuhai Lawyers Association, Institute for Innovation and Development of GMICZH jointly initiated the establishment of Hengqin International Commercial Mediation Centre (hereinafter referred to as “HICMC”). HICMC is now publicly selecting the first batch of mediators, and the relevant details are announced as follows：

Article 1 Scope and Term of Appointment of the First Batch of Mediators of HICMC

The selection of mediators is open to the world, and applications or recommendations are welcome. The term of appointment of the mediators is the same as that of the current council.

Article 2 Selecting Qualifications for the First Batch of Mediators of HICMC

Applicants must meet the following requirements:

1. Abide by the Constitution and laws and regulations of the People’s Republic of China, and respect the legitimate rights and interests of the parties.

2. Love the mediation cause, be honest and trustworthy, have a good moral character, be fair and impartial, and comply with the provisions of HICMC’s articles of association, mediation rules, mediator management measures, and mediator code of conduct.

3. Have good professional ethics and no record of punishment due to poor reputation or violation of professional ethics.

4. Be in good health, able to ensure sufficient time to engage in the work of commercial mediation and positively promote commercial mediation.

5. Different professionals from different industries and fields who serve as mediators should have the following qualifications：

(a) Have at least 5 years’ experience of work.

(b) Be professionally trained and qualified.

(c) Have completed a cumulative total of 5 mediation cases.

(d) Have more than 3 years of work experience as a commercial mediator.

Applicants must meet the above 1 to 5 qualification requirements to apply to become a mediator and be included in the panel of mediators of HICMC. The council of HICMC may waive one or more qualification requirements of item 5 based on the actual situation of the applicant if the applicant's qualifications are particularly outstanding.

Article 3 Selection Process

1. Application

The applicants are required to fill out the “Application Form for the First Batch of Mediators of HICMC” and submit relevant materials. The deadline for application is 5:00 PM on April 21, 2023.

2. Assessment

HICMC will establish an assessment committee to preliminarily assess of applicants, and report the results to HICMC council for discussion.

3. Public Notice

The list of the first batch of proposed mediators would be published on the official website and WeChat official account of ZCIA for a period of three days.

4. Appointment

After the public notice period, HICMC will issue letters of appointment to the selected mediators, provide training and join them in the panel of mediators.

Article 4 Notice of Application

Applicants are required to fill out the “Application Form for the First Batch of Mediators of HICMC” and submit it, along with electronic copies (in WORD and PDF formats) of their ID card, academic qualifications, degree certificate, other qualification certificates, and relevant materials to HICMC email at HICMC_hq@163.com with “Name+Mediator Application” as the subject line. Materials submitted by unsuccessful candidates will not be returned.
